Oxnard is the most populous city in Ventura County with over 200,000 people in its almost 27 square miles of space. It was incorporated as a city in 1903. The town was named for Henry T. Oxnard, a well-known name in the sugar industry, who built a large sugar beet processing plant in the area in 1899. Oxnard, California is in Ventura County. In December of 2014, the Ventura County Board of Supervisors adopted, and subsequently extended, an ordinance which prohibits the drilling of new water wells in specified areas of certain groundwater basins. This ordinance will remain in effect until Groundwater Sustainability Agencies have submitted groundwater sustainability plans to specified agencies. However, a waiver may be granted if certain circumstances warrant it.
